Why should we expect good standards and enshrine them in a list of human rights?

Because we would not choose anything less for ourselves.

Because we are (most of us) compassionate people, we feel other people should have these rights too.

A government that tries to take away human rights from the citizens over which it has power does not succeed - it merely renders itself illegitimate.
